Drawing on statistical data and interviews, it reveals how the mediation functions that once linked production clusters and markets—particularly narrative construction and experiential engagement—have been eroded since the 1980s due to declining demand for traditional kimono, the weakening of wholesalers, and the shrinking number of cooperative members. The analysis highlights that insufficient product development and an overreliance on traditional patterns have hindered the creation of new demand. Case studies demonstrate that retailers and workshops have internalized these translation functions, designing mechanisms to engage customers from the stage of raw material production, thereby fostering brand attachment and reestablishing market connections. Policy implications include redirecting subsidies toward product development and marketing, designing interregional institutional frameworks, and positioning urban retailers as catalytic actors.
