| 内容記述 | This paper aims to clarify how the expansion and stagnation in United Nations peace operations emerged from the policy decisions of the United Nations Secretariat and Member States, and discuss its validity, focusing especially on the “choice of lessons learned.” Deliberately or by chance, the United Nations Secretariat and Member States have sought to legitimize their policy decisions by selecting only certain lessons from multiple available lessons. While there have been many opportunities to refer to the “lessons actually drawn,” previous research has included little discussion of the “alternative lessons that could have been drawn.” Furthermore, even the “lessons actually drawn” have not been organized systematically. How can both the “lessons actually drawn” and the “alternative lessons that could have been drawn” be discussed comprehensively? This paper established an analytical framework that organized patterns of logically conceivable lessons. The six lesson patterns were: lesson where “what was initially intended was appropriate” (appropriate objective type), lesson where “what was initially intended was excessive” (excessive objective type), lesson where “what was initially intended was insufficient” (insufficient objective type), lessons where “the method employed was appropriate” (appropriate means type), lessons where “the method employed was excessive” (excessive means type), and lessons where “the method employed was insufficient” (insufficient means type). Based on an analysis of major UN documents using these six lesson types, three conclusions were drawn. First, while a considerable number of insufficient means type were extracted, opportunities to draw lessons of other types remained limited. In particular, appropriate objective type and appropriate means type were most frequently referenced as preliminary remarks intended to encourage further efforts, rather than as substantive findings in their own right. Second, in terms of the “alternative lessons that could have been drawn,” it was revealed that in situations where the insufficient means type was actually drawn, the excessive objective type could logically be drawn instead, and vice versa. Third, in considering any potential alternative UN peace operation that might have emerged if the “alternative lessons that could have been drawn” were utilized, the alternatives were found to be either unfeasible or undesirable. Therefore, the relative validity of the current UN peace operation was reaffirmed. Nevertheless, it would be untenable to uncritically extol the United Nations’ presently stagnant peace operations. Ongoing processes of trial, adjustment, and recalibration will inevitably be required in the future. |
