内容記述 | Most past studies on the First Indochina War have almost exclusively focused on what happened in Vietnam before and during the war. This paper is an attempt to correct this situation and analyzes the nationalist and independence movements in Laos and Cambodia as well as in Vietnam before the outbreak of the war in Indochina in 1946 . The first part of this paper examines the nationalist movement in each country under the French colonial rule during the 1930 s, and the second part looks at the growth of the nationalist movement during World War II under the Vichy French rule and the Japanese military occupation. The third part examines the process by which the declaration of “independence” came to be declared in Vietnam, Laos and Cambodia before the arrival of the United Nations forces to accept the surrender of Japan and disarm the defeated military force in September 1945. The final part of the paper examines how the nationalist leaders in Vietnam, Laos and Cambodia tried to keep the “independence” they had declared but failed to keep it intact or prevent the return of the French force by the middle of 1946 . In Laos, Cambodia and most of southern Vietnam, the French rule returned. In northern Vietnam, Ho Chi Minh’s Democratic Republic of Vietnam kept its influence but allowed the arrival of the French force under a preliminary agreement with France. Ho was forced to negotiate further with the French for independence, but their negotiations failed by the end of 1946 . The independence movements in Vietnam, Laos and Cambodia failed largely for the following reasons. First, in all these countries the nationalist leaders were divided on the question of immediate independence and the resort to force against France. Second, no major United Nations country supported the independence of Vietnam, Laos and Cambodia at the end of World War II and the indigenous military force in any of these countries was no match for the military forces of the United Nations and France. |
